Investment banks and service providers welcome greater cooperation amongst carbon market regulators

(Lisbon, 29 October 2007).  International Carbon Investors and Services (INCIS), which represents international investment banks and carbon services providers, welcome today's launch of the International Carbon Action Partnership (ICAP).  Established by regulators to facilitate learning and cooperation between governments and enable the linking of markets, ICAP highlights the growing importance of emissions trading in the global transition to a low carbon economy.

Speaking at today's event, Caio Koch-Weser, Vice Chairman of Deutsche Bank Group, an INCIS member company, commented that, "As we move toward a post-2012 agreement, this initiative is very timely indeed, promoting greater understanding of the role for a global carbon market in the fight against climate change."

The International Carbon Action Partnership (ICAP) will create an international forum of governments and public authorities that are engaged in the process of designing or implementing carbon markets. ICAP will establish an expert forum to discuss relevant questions on the design, compatibility and potential linkage of regional carbon markets. The forum will convene regularly and define a work program, including joint research and studies. It will identify barriers, including barriers posed by applicable state, federal and national laws, and it will identify solutions with the view to developing recommendations for consideration by each of the signatories.
