Nick Clegg unexpectedly brings the 'greenest government ever' closer to reality
He's not a natural environmentalist. Indeed despite leading the LibDems, he has long been noticeably less green than David Cameron. But, nevertheless, we have Nick Clegg to thank for perhaps the Government's most important announcement in the area to date: the unveiling due today of a Green Investment Bank that might actually make a difference.
The Deputy Prime Minister intervened during tense last-minute ministerial haggling during the weekend to insist that the Bank should be established by statute to guarantee both its independence and longevity, a vital precondition to effectiveness being blocked by both the Treasury and No 10. And yesterday - in a speech at Climate Change Capital - he outlined a range of other features which took environmentalists by surprise by coming down, almost universally, on the green side of the argument.
